The Texas State Data Center (TxSDC), formerly the West Texas Disaster Recovery and Operations Center (WTDROC), was established by the 75th Legislature to provide computer operations and disaster recovery services to tax supported organizations and to reduce information technology costs to the State of Texas. The state-owned facility is housed at Angelo State University, in San Angelo, Texas.

Northrop Grumman, Inc. manages the computer center under DIR's oversight. The TxSDC has dedicated resources of skilled data processing personnel in San Angelo and Austin. The TxSDC develops, maintains, and integrates platforms utilizing hardware and software provided by many major vendors.

Northrop Grumman, Inc. (NG) provides Information and Computer services (mainframe and mid-tier) and Application Development and Programming Services to Texas governmental entities.

How to Become a Texas State Data Center (TxSDC) Customer

Step 1: Contact Northrop Grumman, Inc.
Initially, an eligible customer contacts either the NG Representative for Disaster Recovery Services or for Operations Services. NG brings a small team of business and technical professionals to meet with your management and technical professionals to discuss your information processing requirements.

Step 2: Proposal Submitted to Customer
NG will submit a proposal to the customer based on the initial meeting. At this time the customer can evaluate the proposal.

Step 3: Develop Supplemental Agreements
NG will prepare a set of basic supplemental agreements, including several schedules. These draft schedules will then be reviewed, discussed and revised jointly by a team of technical and business professionals from both your organization and NG. During this phase, NG will use client supplied hardware and software data to validate current computing performance standards and service levels. Once the joint team feels that they have mutually agreeable supplemental agreements, signing will take place between the customer and NG. Simultaneously, the joint technical team will develop the transition plan for migration of your information processing to NG support.

Step 4: Purchase Order
Your Purchase Order should be payable to Northrop Grumman Technical Services, Inc. and should reference the Data Center Master Contract dated February 26, 1996.

Step 5: Transitioning Your Process to NG Support
This process may take multiple paths, depending on the nature of your supplemental agreements.

·         You may elect to have NG provide services to you by relocating your workload directly from your data center to TxSDC. This will require testing by your technical team, as well as your end customers, to assure that all connections and environment considerations have been successfully relocated. This is the most common approach.

·         You may elect to have NG assume responsibility for your information processing in your current location, and have NG be responsible to provide seamless relocation of your workloads to TxSDC over an extended period of time. While this is the less customary approach, it may be the lowest risk one for your environment. This is a decision for the joint team of your representatives and those of NG. The timeframe over which this migration can be accomplished varies with the individual needs of each client
